Philosophy of Service

HASC strives to maximize resources to serve as many people as possible, while prioritizing children and young people, to uplift future generations for long term impact. HASC endeavors to provide equal housing opportunities for participants to live in community settings among others of diverse backgrounds and income levels, while providing safe, affordable, and healthy housing, where residents can pursue their goals for self-sufficiency and actualization.

Low-Income Weatherization Program

Our Low-Income Weatherization Program helps low-income homeowners to have more efficient homes and to save on utility costs. By preserving and enhancing existing housing, we contribute to affordable housing availability in Skagit County.

Section 8 Housing Choice Voucher Program

With over 530 Housing Vouchers, we provide rental assistance to low- and very low-income families in both the incorporated and unincorporated areas of Skagit and San Juan Counties. 85 vouchers support previously homeless veterans through our partnership with the local Veterans Administration Supportive Housing program. HASC also administers an increasing number of emergency housing vouchers through our partnerships with local agencies such as Family Promise, Skagit DVSAS, Anacortes Family Center, and Community Action. Section 8 participants have access to our Family Self-Sufficiency Program. This unique federal program supports participants in achieving their financial and personal goals. It includes a matched savings program with an escrow account and is designed to promote increased self-sufficiency.

Properties Owned and Operated by HASC

Through our partnerships with HUD, USDA Rural Development, local governments, the private sector, and the community, HASC develops and manages various low-income properties serving diverse populations in our community.
